Fifteen people who were wrongly given Crown land in Chalk Sound National Park hoping to build residences have accepted relocation offers of land in other areas, according to government officials. “We expect more will pursue that option in the coming weeks and months,” interim government CEO Mark Capes told the Consultative Forum at its meeting Nov. 9. “The letters give a six month cutoff period for acceptance of the offer of relocation.” “If they don’t accept the offers, they can keep title to the land but cannot build because that is prohibited in national parks,” Capes said. Five people who have started construction of homes there will be offered compensation packages for their construction and land, Capes said. The National Parks Ordinance prohibits residential and resort construction in the country’s Protected Areas. However, between 2006 and 2009, 80 parcels in the park were distributed for residential use, ranging in size from 0.32 acres to 1.3 acres. Only about half of those people who received property have been granted title to their land, while the rest are under lease purchase agreements, according to the Crown Land Registry. The average price paid per parcel was $8,674. According to government figures, one parcel was sold for only $3,000 and very few parcels were sold in excess of $10,000. The Galmo Williams administration recognized the problem in 2009, and the Cabinet decided to offer relocation plans to those who had received property. The governor agreed with the plan, but the Williams administration was stopped short when the government and Constitution were suspended in August 2009.
